This report explores the relevance and feasibility of developing mangrove insurance programs in Mexico, Florida, and The Bahamas. Mangroves provide critical flood protection, reduce storm surge impacts, support fisheries, store carbon, and help safeguard coastal communities and infrastructure. The study evaluates hurricane related risks to mangrove ecosystems, restoration and repair costs, the economic value of mangrove flood protection benefits, and potential insurance frameworks that could finance post storm recovery. Drawing on stakeholder engagement, scientific modeling, and benefit cost analyses, the report identifies locations where mangrove restoration delivers strong returns on investment and where insurance could serve as an effective risk transfer mechanism. The assessment highlights nine potential pilot locations across the three regions and outlines governance, funding, restoration capacity, and policy design considerations needed to develop future mangrove insurance programs. The findings demonstrate how innovative financing can strengthen coastal resilience and support long term ecosystem protection.
