Valuing the Flood Risk Reduction Benefits of Florida’s Mangroves
This report quantifies the flood risk reduction benefits of Florida’s mangroves using catastrophe risk modeling. It demonstrates how mangrove forests reduce storm surge flooding, protect coastal communities, lower property damages, and provide significant economic benefits during annual storm events and major hurricanes such as Hurricane Irma.

Overview
This article explores an innovative resilience insurance mechanism that integrates nature based risk reduction with traditional insurance to improve coastal disaster risk management. The study addresses growing climate hazards, increasing coastal losses, and the financing challenges that often limit investments in adaptation and hazard mitigation. Using hypothetical coral reef restoration scenarios, the authors evaluate how ecosystem restoration can reduce coastal risks while generating financial benefits through lower insurance premiums. Results suggest that, under conservative assumptions, insurance premium reductions could cover approximately 44 percent of initial reef restoration costs within the first five years, while total benefits over a 25 year period could exceed six times the project costs. The analysis also examines how project costs, risk reduction performance, insurance structures, economic exposure, and discount rates influence outcomes. The findings demonstrate that combining risk transfer and risk reduction can create new opportunities to finance nature based solutions, align environmental conservation with disaster risk management objectives, and support long term coastal resilience. The approach may be applicable across many coastal regions seeking cost effective climate adaptation strategies.
