National Biodiversity Strategies and Action Plans (NBSAPs) are the main national implementation mechanism for the Kunming-Montreal Global Biodiversity Framework (GBF). This document aims to provide countries, or staff working with countries, with inland waters-specific examples of NBSAP targets, activities, and indicators that might provide inspiration and that they could adapt to their own contexts.

Summary

National Biodiversity Strategies and Action Plans (NBSAPs) are the main national implementation mechanism for the Kunming-Montreal Global Biodiversity Framework (GBF).

Inland waters (also sometimes referred to as inland wetlands, or freshwater ecosystems) are among the most biodiverse and threatened ecosystems globally. Countries have both an opportunity and an obligation to include specific inland waters targets and activities in their updated NBSAPs.

The Convention on Wetlands has published guidance on including inland and coastal wetlands in NBSAPs, looking across all GBF targets. To complement that guidance, this discussion paper provides example targets and activities that countries may tailor to their own contexts.

The paper focuses on Targets 1-3 and 5, 9 and 10, while recognizing that inland waters are relevant to all 23 targets.
