Discovering Factors that Influence the Success of Community-based marine protected areas in the Visayas, Philippines.

This report presents a study of Marine Protected Areas (MPAs) in the Philippines on factors resulting in observed successes and failures of community-based marine projected areas (CB-MPAs). The analyses indicate that six factors appear to be the most important in the overall success of the CB-MPAs in the sample:

  • Population size (relatively small)
  • A perceived a crisis in terms of reduced fish populations before the MPA project is started
  • Successful alternative income projects
  • A relatively high level of community participation in decision making (high on the democracy scale)
  • Continuing advice from the implementing organization
  • Inputs from the municipal government
